Case Tracker: HPD Lieutenant Quoc Viet Ngo Charged With Online Solicitation of a Minor
Quoc Viet Ngo, a 50-year-old Houston police lieutenant, is charged with online solicitation of a minor after a Harris County Precinct 1 undercover sting - and the "15-year-old girl" in the chats was a detective. Space City Daily is tracking the case from the court record: what the documents allege, where the case stands, and what happens next.

CASE FILE - Defendant: Quoc Viet Ngo, 50, a lieutenant with the Houston Police Department. Charge: online solicitation of a minor, a second-degree felony that carries two to 20 years in prison if he is convicted. Arrested: Friday, April 17, 2026. Status: relieved of duty by HPD; free on a $250,000 bond, with stricter bond conditions imposed after a court appearance, according to KPRC 2. Where it stands: the case remains pending in Harris County court. Ngo has not been convicted of anything and is presumed innocent unless and until he is proven guilty.
The case grew out of an undercover operation aimed at online predators, investigators say. According to Harris County Precinct 1 Constable Alan Rosen's office, as reported by FOX 26 Houston, the investigation was partially led by the Precinct One Constable's Office's Internet Crimes Against Children Unit. The person Ngo is accused of soliciting did not exist as a child at all: prosecutors say he believed he was communicating online with a 15-year-old girl who was, in fact, an undercover detective, KPRC 2 reported.
Court documents lay out how the contact allegedly unfolded, according to FOX 26's reporting on the filings. On April 1, an adult male using the username "CoolTown," who listed his age as 28 and his location as Texas, made contact with a case agent using the persona of a 15-year-old girl. After being informed the persona was 15 years old, the suspect continued the communications, engaged in sexually explicit conversation and expressed intent to meet in person, the court documents state. In one exchange quoted in the documents, the suspect asked, "Are you cool & open minded?" The agent answered, "Do you care that I'm 15?" The suspect responded, "I never date anyone that age, but I don't think age is more important than personality. Some are young but very mature. What about you? Can you handle someone older than you?" The documents state the suspect also asked for photographs to verify the individual was "100% real," allegedly sent sexual photos, and wrote, according to the filings: "If you get pregnant by me, then I will marry you," and, "Even if you preg at 15 by accident, we're still good. We'll legalize at 17."
On Friday, April 17, 2026, Ngo was arrested as he drove to what he believed was the girl's home, FOX 26 and ABC13 reported. He was charged with online solicitation of a minor. The Houston Police Department relieved the lieutenant of duty following the arrest, KHOU reported.
What the public record does not yet show: in the coverage of this case to date, no plea has been reported, no trial date has been announced, and no statement from Ngo or a defense attorney has been published. Investigators, for their part, were still asking for information after the arrest - Precinct One's appeal for tips about possible similar incidents is the kind of step investigators take when they have not closed the question of whether a case is a single incident. Whether the case ends in a plea, a trial, or a dismissal will be decided in Harris County court, on the record this tracker is built from.
Where the case stands now: Ngo is out on a $250,000 bond, according to FOX 26, which also reported a court appearance had been scheduled for June 30; KPRC 2 later reported that after appearing in court, he was placed under stricter bond conditions. The charge is a second-degree felony, punishable by up to 20 years in prison on conviction, Houston Public Media reported. No conviction has been entered, and the allegations in the court documents have not been proven at trial. Precinct One has asked anyone who knows of similar incidents involving Ngo to contact its Internet Crimes Against Children Unit at 713-222-4929, FOX 26 reported. Space City Daily will update this tracker as the case moves through the court - further settings, any plea, a trial date, or a resolution.
