Harris County Commissioners Court Meets Thursday: Roads, Flood Money and a $19.9 Million Anti-Gang Grant on a 191-Item Agenda (SPACE CITY DAILY)

Harris County Commissioners Court takes up a 191-item agenda at its Business Court meeting on Thursday, October 29, at 9 a.m. at 1001 Preston Street in downtown Houston - a docket that runs from traffic signals to flood grants to the staffing of constable precincts. The road items alone include a $66,147.38 advance funding agreement with TxDOT for a traffic signal at Mueschke Road and U.S. Highway 290, a $3,668,105 construction contract award to Hassell Construction Group for extending Birnam Wood Boulevard, $893,126 in engineering agreements for materials testing on two Precinct 3 asphalt packages, and a contract change for the Mueschke Road project near Draper Road that would add $163,586.44 and 400 calendar days.

Flood control, as always in Harris County, takes a large share. The Flood Control District is asking the court to approve two applications to FEMA totaling $1,025,000 - $500,000 through the Cooperating Technical Partners program and $525,000 for the MAAPnext Flood Risk Project - plus $336,753.50 in additional consulting services for the White Oak Bayou federal flood project, a grant extension for a pre-disaster mitigation project in the Cypress Creek watershed, and a $1.8 million renewal for mowing and maintenance in the district's Northwest Region. Public safety items include accepting $19,946,720 from the Governor's Public Safety Office for the FY27 Texas Anti-Gang Center Grant and a $700,000 federal grant application by the Sheriff's Office to prosecute cold cases using DNA, alongside six Community Development Block Grant agreements totaling about $4.79 million for sewer, waterline, park and sidewalk work.

None of it is decided until the court votes Thursday - agenda items are proposals, and approval of an agreement does not mean construction begins immediately. Residents who want a say get a narrow but real window: speakers must submit an appearance request form at least one hour before the meeting - by 8 a.m. Thursday - and are allowed up to one minute total, with comments at a Business Court meeting limited to topics on the posted agenda. The meeting can also be watched through the county's Commissioners Court video page, and written comments can be emailed to the court.
