AM Drive: The I-10 HOV Connector to Downtown Is Closed for the Long Haul, and METRO Says Add 15 to 30 Minutes
The Katy Freeway's HOV ramp into downtown near Studemont has been closed since October 9 for the White Oak Bayou project. Nine METRO routes are rerouted or restopped, the eastbound connector is not due back until fall 2027 - and the westbound side, not until summer 2028.

If your morning drive or bus ride runs between the Katy corridor and downtown Houston, the closure is already part of your routine - and it is not ending soon. The I-10 Katy Freeway-Downtown HOV connector near Studemont Street closed on October 9 as part of the Texas Department of Transportation's I-10 White Oak Bayou project, and METRO is advising affected bus riders to allow an extra 15 to 30 minutes. The entire Katy Freeway and the entire HOV system are not closed - but anyone who normally uses this connector must find another way into or out of downtown.
METRO lists nine affected routes. Four Park & Ride routes run the I-10 corridor: the 221 Kingsland, 222 Grand Parkway, 228 Addicks and 229 Grand Parkway/Kingsland/Addicks. Three serve the Highway 290 corridor: the 216 West Little York/Northwest Station, 217 Cypress and 219 Cypress/Northwest Station/West Little York. Two local routes, the 161 Wilcrest Express and 162 Memorial Express, also have affected downtown stops, with alternate boarding locations that depend on both your route number and your stop number. "Buses will continue taking customers downtown and back home, but the closure means they must take different paths," said Anna Carpenter, METRO's director of communications, who said the buses may use I-10's main lanes or alternate routes along Washington Avenue and Memorial Drive - and that she gave herself an extra 30 minutes on her own 222 Grand Parkway ride.
The reason for the long closure is the flood fix underneath it. TxDOT Houston District spokesman Kris Hadley said the project will elevate I-10's main lanes between I-45 and Heights Boulevard to address flooding from White Oak Bayou, and that the work includes demolishing and rebuilding the downtown HOV connector outright. The estimated reopening for the eastbound connector, heading into downtown, is fall 2027; the westbound connector, heading toward Katy, is estimated for summer 2028, when the larger project is expected to wrap up. TxDOT stresses those dates are estimates and could change - which makes this, for Katy-corridor commuters, a multi-year morning condition rather than a construction season.
